Re-applying for licence having done the course...?

When you have completed the DDR course and want to re-apply for your licence, can you send your application off 56 days prior to the end of your reduced disqualification period?

I was banned for 12 months; reduced to 9 months. So can I start the application process 56 days before the 9 months is up? It's all so confusing!

Yes, 56 days before the date you can drive when your reduced ban ends.
DVLA may not send you a form to apply so you can get a D1 form from the post office to apply with.
