If you blew over 87.5 on the breath test and as such are a high risk offender you will have to return to the UK for a medical examination before your licence can be returned to you. If you are not a HRO then apply for your licence to be returned and use a relative's address as your UK address. If this isn't possible then you can do the driving test in France and then you will be eligible to drive living there
That stipulation is more for people who have moved to the UK from another country than for someone who was born there. If it was me personally I would put the application in with a relative's address and see if it goes through, if not the application and cheque for the fee will be returned to you.
