From what I understand you cant drive until the date of your ban is up, unless you have done a Drink Drive Rehabilitation course which would give a third off the original ban

If your Licence is returned to you, how can you still be banned? what did the letter from DVLA say?

You can physically receive your license back before your ban is up BUT you can not drive until your ban is complete.

Your new license will have a new "valid from" date which will be when your ban ends.

If you get pulled over driving with a license that is not valid and still on a ban the courts will not look kindly on it.
